The tiny-house movement (also known as the "small-house movement") is an architectural and social movement that advocates living simply in small homes. A  residential structure under 400 sq. ft / 36m2 is generally considered a tiny home.

The tiny-house movement promotes financial prudence, economically safe, shared community experiences, and a shift in consumerism-driven mindsets.

There are other reasons than those given above for living in 4m2 spaces about 12 people. Usually, these cases are widespread in the Philippines, Bangladesh and other countries with a large population density.
